Internet penetration in the Ukraine is low, due to the lack of telecom
infrastructure, high fees and low PC ownership. ADSL services are available
from a number of broadband ISPs although the cost of services has resulted
in low take-up. The wireless broadband sector is seeing increased activity
as the number of WiFi ISPs has increased, and a mobile operator plans to
launch fixed-broadband services using frequencies previously used by analogue
mobile services. WiMAX services have been launched. The cable operators have
a significant presence throughout the country due to large number of operators
although the lack of investment is preventing them from offering broadband
and digital cable services. A new DTH platform has been launched and the
Ukrainian broadcasting council has allocated Digital Terrestrial TV licences,

The Ukrainian telecoms market is evolving, with steady steps taken to
liberalise the market. Alternative operators offer services although
the incumbent is still very much the dominant player in the fixed-line
market, which is characterised by a low but growing fixed-line penetration
